Job Title: Sr. Safety Engineer:

HSE Reporting to: Engineering & Systems Manager Duties & Responsibilities:

• Act as Lead HSE Engineer and responsible for the preparation of the HSE scope of work based from the overall project execution strategy. This includes planning, control and schedule management as required.

• Prepare HSE Manhour and cost estimate for firefighting equipment during tendering stage of the project.

• Prepare safety documents including Safety Case, Fire Safety Report, HSE Design Philosophy, etc.

• Coordinate and participate in Project Design Reviews to provide safety related inputs such as Plot Plan Review, P&ID Review and 3D Model Reviews.

• Prepare, coordinate and participate in Safety Reviews such HAZID, HAZOP, SIL and other safety workshops as required.

Job requirements

• Conduct safety assessment study such as Physical Effects Modelling (PEM), Flare Radiation Study, Vent Radiation and Dispersion Study using dedicated computer software such as PHAST, etc.

• Perform or review of external Consultant’s deliverables to enable project risk assessments and safety studies to be produced such as Fire Explosion Risk Assessment (FERA), Escape Evacuation and Rescue Analysis (EERA), ALARP Demonstration Report, Quantitative Risk Assessments (QRA), Smoke and Gas Dispersion, Blast Analysis, Human Factor Engineering studies, etc.

• Perform Technical Bid Evaluations (TBE) of vendor data and documents. Attend technical meetings with other Engineering Disciplines, Client and Vendors.

• Extensive experience in development of firewater and foam demand calculations, firewater hydraulic modelling using PIPENET or similar of firewater / foam network, spray and sprinkler systems.

• Prepare Fire Fighting Flow Diagrams (PFDs) and Piping & Instrumentation Diagrams (P&IDs) such as firewater storage & supply, distribution networks, spray system, sprinkler system, etc.

• Prepare General Arrangement (GA) Drawings and typical installation details of firefighting system / equipment.

• Develop Hazardous Area Classification Schedule and Layouts.

• Prepare Passive Fire Protection Specification, fireproofing zone drawings and identify fireproofing requirements for critical structures, equipment supports and pipe racks within the plant.

• Perform layout safety analysis and define distance requirement between equipment, structures, buildings and other facilities.

• Prepare Escape Routes, Fire Fighting Equipment and Safety Equipment Layouts.

• Prepare Fire Fighting and Safety Equipment Specifications, Requisitions, Equipment List/MTO, and Datasheets.

• Prepare Fire and Gas System Philosophy, Fire & Gas Mapping Studies, Fire & Gas Detector & Alarm Layouts and Cause & Effect Diagram.

• Building fire protection design including preparation / review of relevant studies, layout drawings and P&IDs of firefighting / fire suppression system prepared by building subcontractors.

Abilities:

• Fluent in English, both written and spoken, strong English writing skills for documentation and reports, proficient in English speaking for effective communication with teams and stakeholders.

Software Proficiency: Sound working knowledge of MS Office Suite software and other technical software such as Pipenet, Autocad, Phast, Flaresim, etc.

Interpersonal and Leadership Skills: Demonstrated ability to effectively manage and coordinate with other engineering disciplines and liaise with external subcontractors and equipment vendors. Proven skills to lead and guide project teams effectively and to collaborate with cross-functional teams and external stakeholders.

International Experience: Experience working with international companies in the Oil and Gas, Chemical, Petrochemical and Refinery or any other sectors and demonstrating adaptability in multicultural work environments.

Innovative Thinking: Provide new ideas to improve the execution of work, contributing to continuous improvement initiatives.

Codes and Standards Application: Proven expertise in interpretation of international codes and standards such as API, NFPA, IEC, European safety codes, etc. Qualifications:

• Bachelor’s degree in Safety Engineering, Chemical Engineering, or equivalent fields in engineering such as Mechanical, or Petrochemical, etc.

• Professional certifications or licenses related to health, safety and environment engineering or management (optional but advantageous).

• Minimum 10 years of working experience in Operating Companies or EPC Contractors, with at least 5 years of experience as an Sr. HSE Engineer.

• The legal requirements to work and reside in the EU and Netherlands is desirable
